question: is it in violation of HAZMAt protocols or whatever to haev antifreeze in a cooler in your garage?

well yes, specially with cool whip.
but if there are never any dogs or kids around...or possibility of that happening is zero.

Now when you say "cooler" do you mean you've removed it from it's origional bottle and poured it into a bottle that could be mistaken for gatorade or some other beverage fit for human consumption?
I don't think the 'antifreeze police' are gonna come pounding down your door but I do know that it's not a good idea and would not be allowed to happen in a workplace. If you take a sharpie or something and clearly label said container you're probably ok.

no i drained my radiator from my eclipse into a small igloo cooler. its a dark liquid at this point.
i just forgot to "dispose" of it when i moved. now the ex-landlord is talking legal action, criminal reports to SPPD, etc.

Most towns have Household Hazardous Waste Disposal,
like Chandler,

Not sure where you moved to.
If you can go back and get it, it might save you some hassle. Then properly dispose of it.

i checked brirfly, and it seems its NOT illegal to store it in any fashion. it IS illegal to illegally dispose of it into trash, or stormdrains, etc.
i cant go back, i no longer have front gate access.

I would suggest not to store it in a paper sack. If you do make sure you staple the top closed

I don't know the local laws, but in Oregon it is illegal to dump in a STORM drain as you stated, but perfectly legal to dump into a sewer drain. the local sewer treament plant can handle it.

I dump all my old fluids into 5 gal. jugs and take it to checkers. They dump it for free for me..
