Possibly the neon lights?
But i'd like to see what other suggestions there might be.

Hmm, I was considering it, but I'm a new driver:)
I just got my permit a month ago,
I wasn't sure if it's safe to do so or not?

Lowering the car will improve the handling, stiffen the ride a bit. Nothing negative from the aspect of being a new driver.
