I've seen a number of places that have bike sharing systems that are similar, will be interesting to see if this catches on in any fashion.
But really, its just a simplified version of a no-counter, short-term car rental setup. I think if you look at it in those terms, it would make a lot of sense. Enough volume to make financial sense? We shall see...

This program is available in a number of US cities from a couple of agencies.
